Symptoms
When executing the migration plan to migrate the Full Runtime Repository, one of the operations is failing and then the export process cannot be completed
From Siebel Migration Application > History view we can see the following status

The issue can be reproduced at will with the following steps:
1. Log into Siebel Migration Application
2. Create a migration plan to migrate the full runtime repository
3. Execute the migration plan
