IP 17: OM Login Failure with "Server Busy" Error Due to Failure to Get Connect String From CGW in Timely Manner (Doc ID 2499816.1)

Symptoms

Production URL not accessible at specific times.
SrvrMgr console was connecting fine and all siebel servers, components were showing UP & Running.
We found that from the Web server the request is not going to the Cloud Gateway.
Even we restarted the AI, it was still not able login to OM.
Only after a complete enterprise bounce the application access was restored.
