Bulk Request Not Enforcing Eligibility & Compatibility Rules

We have an issue in using the bulk request that is not enforcing the compatibility rules for sub-products.
The issue can be reproduced at will with the following steps:
1- Root Product A & Root Product B
2- Under Product A, there is sub-product Product C & under Root Product B there is a sub-product Product D.
3- We have compatibility rule said Product C is not compatible with Product D.
4- When we create an order for Root Product A & Root Product B and add sub-product Product C under Root Product A the try to customize Root Product B and try to add sub-product Product D under it, you get an error message in the Configurator "Based on the existing compatibility and eligibility rules Product D is not eligible: Product C excludes Product D ...."
5- While when you do this action using bulk request it seems that validation does not work
