Siebel Reports Execution Fails with oracle.xdo.servlet.CreateException: Report definition not found

On : 15.0 [IP2015] version, Reports
When attempting to run Siebel BIP reports, the report fail to execute and below errors are seen in XMLPReportServer.log:
SBL-RPT-50524: BI Publisher engine failed to generate report.
SBL-EAI-04308: Operation 'uploadReport' of Web Service 'http://xmlns.oracle.com/oxp/service/v11/PublicReportService.PublicReportServiceService' at port 'PublicReportService_v11' failed with the following explanation: "oracle.apps.xdo.webservice.exception.OperationFailedException: PublicReportService::executeUploadReport Failure: Due to unable to create new Report as AbsolutePath [/SiebelCRMReports/BIP Test Rep.xdo] failed: due to oracle.xdo.server.ReportException: oracle.xdo.servlet.CreateException: oracle.xdo.servlet.CreateException: Report definition not found:/SiebelCRMReports/BIP Test Rep.xdo [username=sadmin].
The issue can be reproduced at will with the following steps:
1. Integrate Siebel IP15 with BIP 12.2.1.2
2. Upload the templates;
3. Generate the Report
4. Siebel Users can login within BI Publisher console;
