PS 18.12 Deleted Siebel Folder

Customer recently applied the patch to 2 environments (SIT1 and SIT2), but resulted with different results.
SIT1 was on 18.11 and SIT2 was on 18.8 prior to the patch.

In SIT1, after applying 18.12, it appears that the entire contents of the AI's Siebel folder was deleted.
In SIT2, the patch was applied without issues.

Rolling back the patch in SIT1 did not fix the issue.
They were only able to fix it by restoring the server from backup.

Entire contents of Siebel AI folder was deleted.

The issue can be reproduced at will with the following steps:
1. Start with Siebel 18.11 environment.
2. Apply 18.12 patch set.
3. Notice Siebel AI folder is missing / deleted.

The issue has the following business impact:
Due to this issue, users cannot complete applying 18.12 patch set on top of 18.11 environment.
