Siebel Tools ODBC SSD Default Instance Datasoure Is Not Working With Oracle 12c Client (Doc ID 2503429.1)

Symptoms

I installed Siebel Tools Base IP 17.0 and Patch set IP 18.9 . The SSD default instance - ODBC entry got created but unable to validate the connection due to driver being not loaded.

Here is the error:

Error : Specified driver could not be loaded due to system error 126: The specified module could not be found.(Siebel Oracle90,D:Siebel\Tools\bin\seor827.dll)

Oracle Client Version : Oracle Database 12c Enterprise Edition Release 12.1.0 32 bit.
