Symptoms
Few server components are not coming online after 19.1 patch and running 3 utilities (WSRanking, RepositoryUpgrade & EditWebLayout)
Components that were seen not coming online are WfProcMgr, WfProcBatchMgr, CommOutboundMgr, SvrTaskPersist, SvrTblCleanup
Below error is repeated multiple times in these logs

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Patched 19.1 PS on top of of prevous 17.x or 18.x
2. run WSRanking, RepositoryUpgrade & EditWebLayout
3. start Siebel Server
