Home Page Is Not Opening After Upgrade From IP2015 to 18.7 (Doc ID 2505866.1)

Symptoms

On : 18.7 version, Upgrade

ACTUAL BEHAVIOR
---------------
Customer has upgraded their Stress Test environment from IP2015 to IP2018, and got no issues during the upgrade phase.
The Siebel components are Online, but when trying to login to the object manager, it shows blank page after submitting user credentials.


EXPECTED BEHAVIOR
-----------------------
The object manager should allow successful login without a blank page upon entering user credentials


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Bring the Siebel environment up
2. Ensure that components are Online/Running
3. Try to login to the application
