Siebel 18.12: Unable to Access Siebel Application After Fresh Installation (Doc ID 2506498.1)

Symptoms

Siebel 18.12 is freshly installed & configured. After successful installation, when trying to access Siebel application it is giving server busy error.

UI.log contains below error:
