Login to Migration Tool SMA not working after Siebel services restart

Over the weekend Migration Tool stopped working on pre-prod environment. Cannot login anymore.
Performed full restart for the whole environment (restarted machine holding siebel services, restarted DB server) but the issue did not disappear.
The following error in migration.log:
