DISA Fails For Two Users On a MultiUser Environment With Citrix Using CTI Hoteling feature (Doc ID 2506728.1)

Symptoms

When attempting to login a Siebel CTI user the following error show up and the Siebel CTI Toolbar does not show up for the CTI users:

Communication:: User 'XYZ' has no teleset extension.(SBL_CSR-00314).

The CTI is setup to use CTI Hoteling feature through DISA  (Desktop Integration Siebel Agent), As this is a multi user environment (Citrix) DISA  was setup to use multiports as per Document Multi-user Environment DISA Deploy Guide (Doc ID 2259966.1).

The problem so far is affecting only 2 specific Siebel users, the other Siebel users are working fine with similar setup on Citrix and Siebel.

The issue can be reproduced at will with the following steps:
1. Siebel CTI user login to Siebel Application
2. Siebel Application show up, but the Siebel CTI Toolabr does not show up.
3. The application message area below the link bar show the error Communication:: User 'XYZ' has no teleset extension.(SBL_CSR-00314)
