Issue With Add To Promotion Pick Applet Search

On : 184.108.40.206.17 [IP2013] version, Order Management
Issue with Add To Promotion Pick Applet Search. The search takes multiple clicks on "GO" button and each click takes you to a different set of records.
User must search several times until goes to correct result.
The issue can be reproduced at will with the following steps:
1. Create 20 Promotions and add a Product to them
2. Complete ABO cycle of all promotions
3 .Go to Sales Order and add Product as a line item
3. Then click on Add to Promotion
4. Search by Service ID
Result: Return many records without taking in consideration input criteria.
Click again on Go >> Return less but still incorrect;
And so.on until correct set of records are displayed.
