Connection Error PIM-SYNC-001 When Synchronizing Siebel CRM Desktop With Siebel Enterprise (Doc ID 2509615.1)

Symptoms

After install Siebel CRM Desktop 3.9.0 on Siebel CRM Desktop user's to synchronize MS Outlook data with Siebel Enterprise, the MS Outlook load the CRMDesktop plug-in and after user enter the credetials for Siebel in CRMDesktop it is able to connect to Siebel Enterprise.

But during the first initial synchronization it fails and the CRM log files show the following errors:
