SBL-SCM-00018: Could Not Open Connection To Siebel Gateway Configuration Store When Starting Gateway Server On Clustered Setup (Doc ID 2510037.1)

Applies to:

Siebel CRM - Version 8.1.1.11 [IP2013] and later
Oracle Solaris on SPARC (64-bit)

Symptoms

On : 8.1.1.11 [IP2013] version, System Admin

When attempting to connect to Gateway Server the following error occurs.
This is only reproducible if using the Oracle Clusterware startup script. 
If the Gateway Server is started using Siebel standard startup script there is no issue.


ERROR

SBL-SCM-00018: Could not open connection to Siebel Gateway configuration store (hostname:port).

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Bring Gateway Server using Oracle Clusterware startup script
2. Connect srvrmgr

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
It is not possible to implement a high availability setup if the Gateway Server is not started by Oracle Clusterware and managed by it.
