Why the MessageBroadCast Query Is Running For Every 2 Mins Even Though It Is set to Higher Value ? (Doc ID 2510295.1)

Goal

Even though the parameter CFGMsgBarUpdateInterval  as 3400 in OM logs could see that the MessageBroad cast query is running for every 2 mins.  Why this value is not taking effect ?
