How to Inactivate Siebel Users so they will not be counted under Siebel License Capacity (Doc ID 2510912.1)

Goal

What is the best practice to inactivate those users which will not be using Siebel again , so that we can have extra capacity for more users to join?  OR 

How to inactivate them so that they will not be counted under our license anymore , and give us capacity to create another 5 active users in the same department to use Siebel.

For example:Having license for 10 users.
Created 10 users.
5 users changed department and will not use Siebel anymore .
