SADMIN password change does not reflect in zookeeper which is causing gateway cluster failure (Doc ID 2512095.1)

Symptoms

On : 18.7 version, Security / Authentication

Change password of SADMIN doesnot update in zookeeper 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1.) Stop all Siebel Server system services.

2) Change password of login "SADMIN" in the database.
alter user SADMIN identified by SADMIN12

3) Change password in Siebel
A. Make sure Siebel Gateway is started.
B. Execute the following command in the machine hosting Siebel Server
C:\Siebel\ses\siebsrvr\BIN\srvrmgr /g <hostname>:<port_number> /e esia17 /u <username> /p <password>
srvrmgr> change ent param Password=newpass”
srvrmgr> quit

4) Delete all Siebel Server system services.
A. Log into the machines hosting Siebel Server service. 
B. Execute command “cd C:\Siebel\ses\siebsrvr\BIN”
C. Execute the following command:
siebctl -d -S siebsrvr -i "esia17_srvr01"


5) Create all Siebel Server system services.
A. Log into the machines hosting Siebel Server service.
B. Execute command “cd C:\Siebel\ses\siebsrvr\BIN\siebctl”
C. Execute the following command:


siebctl -h "c:\Siebel\\ses\siebsrvr" -S siebsrvr -i "esia17_srvr01" -a -g "-g <hostname>:<port_number> -e esia17 -s srvr01 -l enu -u <username>" -e <password>

6) Start all Siebel Server system service.
