Symptoms
On : 18.12 version, Upgrade
Encryption Upgrade steps - in Hung state.
During the upgrade from 15.5 to 18.12 it gets stuck at encrypt upgrade step

Error executing action (Encryption Upgrade).
Additional Information

Only two files are generated in directory EncryptUpg_Execution:
DummyFile_1.sql and reg_entry.txt
no connection to the database occurs
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Started prod test upgrade
2. It is stuck at encrypt upgrade
3. No further action is performed
