Multiple Records Are Not Updating In Single Update Statement

On : 16.0 [IP2016] version, Siebel Workflow
when updating multiple records using singles workflow siebel operation update step , it is executing multiple sql update statements(1 per record).
expecting only one sql update statement while updating multiple records using single siebel operation update step
The issue can be reproduced at will with the following steps:
1. Create workflow with below steps based on Service Request BO
Start --> Siebel Operation Query to get all the activities under the Service Request --> Siebel Operation Update step without search spec --> End
2. Increase the log level to 5 for AOM or enable spooling
3. Simulate the workflow by providing Service Request Id as Object Id in inputs
4. Review the logs to find out the number of sql update statements got executed for siebel operation update step
