Siebel Mobile: In Disconnected Mode Pick Applets defined with Base Mode type are not displaying data correctly (Doc ID 2517463.1)

Siebel Mobile Specific - on version: 18.9

ACTUAL BEHAVIOR
---------------
Mobile Disconnect Mode: Pick Applets in Base Mode is not displaying the data.

All the pick applets which are defined in Base mode are not opening properly and also not showing any data in the pick applet.

If changing the Web template mode to Edit List from Base, then it is working as expected.
Issue is reproducible with OOB pick applets also which are defined in Base Mode.
 

EXPECTED BEHAVIOR

Pick Applets should work in Disconnected Mode.

STEPS
-----------------------
The issue can be reproduced at will in customer's environment with the following steps:
1. Go Offline
2. Navigate to a View containing such a Pick Applet;
3. Try to open that - and select some data.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot select data for such pick lists when in Offline mode.
