Siebel Search Does Not Work With Upper Case Fields

Siebel Search does not work with upper case field values.
The issue can be reproduced at will with the following steps:
1. Log into Siebel Tools
2. Create a Workspace
3. Query for Account BC
4. For the Name field, set Force Case property to UPPER
5. Deliver the change
6. Log into Siebel application via the Web client and created account "TEST1" and "TEST2" under Accounts screen
7. Enter 'test' directly in the Search text box
8. It returns no record
