Siebel Install - Getting Error when trying to connect to LOCAL_XE Database 'The Specified Module Could Not Be Found' (Doc ID 2518700.1)

Symptoms

Siebel Installation - on version: 16.12 [IP2016]
 
While testing a package deployment of the Siebel software to allow help-desk team to quickly install the Siebel Mobile / Dedicated client,
3 such packages were created
1. Oracle Client s/w
2. Siebel IP2016
3. Siebel IP2016 Patchset 12

The software was installed (as a local administrator on Windows 10 laptop) but when trying to download the local database the error message below is seen:
And same appears when testing the LOCAL_XE ODBC connection.

The suggestion from this Note was tried - adding the system environment variable but that did not helped:
"Dynamic Link Library Could Not be Loaded for Local Database (Doc ID 2262269.1)"


ERROR
-----------------------
Specified driver could not be loaded due to system error 126: The specified module could not be found. (Siebel Oracle90, C:\Siebel16\Client\bin\seor827.dll).
ODBC Error: Unable to connect to ODBC Data Source (LOCAL_XE) using Login (SIEBEL).



STEPS
-----------------------
The issue can be reproduced at will in customer's environment with the following steps:
1. Setup the Siebel Mobile/Dedicated client using own prepared packages;
2. Test the synchronization to download and initialize the LOCAL_XE database from server;
3. See the errors reported.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot use that installation approach.
