Siebel IP2017 and Later: Manifests Are Not Workspace Enabled (Doc ID 2518840.1)

Goal

During migration, Manifest changes were migrated during a full migration; however, they do not appear to be Workspace-enabled. They only have a REPOSITORY_ID on them, not a WORKSPACE_ID.

Is it not possible to have different manifest versions in two separate integration workspaces?
