Siebel Server is not coming up after added the new siebel server to existing enterprise (Doc ID 2519602.1)

Symptoms

On : 16.0 [IP2016] version, System Admin

ACTUAL BEHAVIOR
---------------
After added the new siebel  server in production ,Siebel servers are not coming up and srvrmgr is not connecting.

 

while try to bring up the siebel server with strace, below Error's are reported in strace output:

SBL-SVR-03005: No server connect string for Siebel Component (null) in Siebel Enterprise (null), Siebel Server (null)\

SBL-SCM-00028: Key not found

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Install new siebel server in Linux machine.
2. Configure to point the existing enterprise.
3. After complete the new server configuration srvrmgr is not connecting.
