When Trying To Send An Outbound Request Using a HTML Template Item In Email Body, Request Fails With Error SBL-CMO-00116 (Doc ID 2520642.1)

Symptoms

On 16.12 when attempting to execute an Outbound Request from Site Map>Administration - Communications>Outbound Request Overview, after Submit the the following error occurs.

The status message is "Sent 0 out of 0 messages. Unable to process request X-XXXXX due to an invalid communication template.(SBL-CMO-00116) Cannot get attachment file "XYZ" associated with communication template 1-6X386N.(SBL-CMO-00146)".


The error is observed when using a Email Template "XYZ" that has an attachment file and template item properties "Substitute Values" and "Message Body" checked.

The issue can be reproduced at will with the following steps:
1. Login to Siebel
2. Site Map>Administration - Communications>Outbound Request Overview
3. Create a new Outbound Request and associate it to custom Email Template "XYZ" with a HTML template item for the email body
4. Click on Submit Outbound Request
5. The Outbound Request fail with status: "Sent 0 out of 0 messages. Unable to process request X-XXXXX due to an invalid communication template.(SBL-CMO-00116) Cannot get attachment file "XYZ" associated with communication template X-XXXX.(SBL-CMO-00146)".
