"Hmmm ...can't reach this page" Error Displays with Windows 10 and Edge (Doc ID 2522835.1)

Symptoms



Users experience an error when using Edge with 18.11. 
The same URL works fine in Chrome.

Environment:
   Edge  v42.17134.10 works on IP2015, 18.9.
   Edge v42.17134.10 does NOT work on 18.11 and 19.1

   Combination of Windows 7 and IE 11 works fine.
   Combination of Windows 10 and Edge does NOT work.

Error Code: INET_E_DOWNLOAD_FAILURE

 


STEPS
1. Launch Edge browser.
2. Launch Siebel version 18.11 application.
