Unable To Redeploy xmlpserver.ear and Unable to access xmlpserver on port 9502 (Doc ID 2523590.1)

Symptoms

On : 18.9 version, Reports

ACTUAL BEHAVIOR
---------------
Unable to deploy the xmlpserver.ear file with updated change as well as the backed up file.

EXPECTED BEHAVIOR
-----------------------
xmlpserver.ear file should be deployed without issues.

STEPS
-----------------------
The issue can be reproduced ONLY in customer environment at will with the following steps:

a. Stop all servers
b. Take backup of D:\Oracle\Middleware\Oracle_Home\bi\bifoundation\jee\xmlpserver.ear file
c. Copy updated xmlpserver.ear file to D:\Oracle\Middleware\Oracle_Home\bi\bifoundation\jee\ folder.
d. Delete WL Cache - D:\Oracle\Middleware\Oracle_Home\wlserver\server\lib\consoleapp\META-INF\.WL_internal\cache\ear\.classinfos\.cache.ser
e. Delete all content inside the following folders:
D:\Oracle\Middleware\Oracle_Home\user_projects\domains\bi\servers\bi_server1\tmp\_WL_user\bipublisher_11.1.1\jzpv15
D:\Oracle\Middleware\Oracle_Home\user_projects\domains\bi\servers\bi_server1\tmp\_WL_user\bipublisher_11.1.1\to5gma
f. Start all servers – start.cmd script.

The issue has the following business impact:
Due to this issue, users cannot deploy the xmlpserver.ear file and this was causing a setback.
