Deleting Workflow Step In IP17 Workspace Results In Inactive = Y And Failing Validation At Runtime When Workflow Process Is Executing (Doc ID 2524142.1)

Symptoms

PRODUCT VERSIONS:

SIEBEL VERSION: Siebel 18.12
SIEBEL APP O/S: Microsoft Windows x64 (64-bit)

ISSUE STATEMENT:
----------------------------

A workflow has been modified, validated, and delivered successfully to the MAIN repository.

Then the workflow version 2 is activated within the application (Administration - Business Process).

At runtime, the workflow is called but does not execute because of the following validation messages in the log file such as:

ObjMgrLog Error 1 000000025c9816cc:0 2019-03-25 09:16:20 (converter.cpp (1843)) SBL-BPR-00185: Step '<?>' references invalid next step id '<?>' in process definition '<?>'.

ERROR MESSAGE:

The error message that occurs with this issue is:

WHERE IT HAPPENED:

The issue occurs in a Development environment.

STEPS TO REPRODUCE:
---------------------------------
The behaviour occurs as follows:

1. Log into Siebel Tools, select the workflow process.

2. Deliver the workflow process to the workspace.

3. Activate the workflow process.

4. Run a task for WfProcMgr for the workflow process.

5. The reported error occurs.

LOSS OF FUNCTIONALITY / BUSINESS IMPACT:

Since the error occurs, the workflow process is not able to execute the necessary logic.
