Siebel Remote: Mobile Web Client Does Not Start - error SBL-DAT-60313 in logs (Doc ID 2524305.1)

Siebel Remote / Replication / Anywhere - on version: 19.2

ACTUAL BEHAVIOR
---------------
Remote Mobile Client with Oracle XE database does not start

After installing the Remote Client with Oraxle XE and doing the usual GenNewDb and DbXtract tasks, the Mobile Web Client was started-up.
Even if the local database was successfully initialized, the Mobile Client does not start - after the splash screen it simply shuts down.


EXPECTED BEHAVIOR
-----------------------
Siebel Mobile Web Client should start in normal conditions...

STEPS
-----------------------
The issue can be reproduced at will in Customer's environment with the following steps:
1. Initialize that LOCAL_XE database;
2. Try to start Siebel Mobile Web Client
3. See the splash screen and then the Client stopping.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use / test Mobile Web Client with the Local database.
This can impact their current project timelines / usual activities.
