IRR Process Fails with error "Watermark doesnot match the exported resources watermark" If earlier IRR execution failed

During dev2prod Incremental Runtime Repository migration(IRR) if for different reasons the first step (Schema Service -> Import under target environment) will be ended in error, the Migration Plan under SMA (Siebel Migration Application) will also ended in error but the "Incremental Runtime Repository Data Service" (repimexp) step for this plan is still executed in the background and in the end the Watermark is updated and also the changes migrated are visible under Target environment except the Schema changes.
NOTE: If you select also "Incremental Application Workspace Data Service" for LOVs migration this step is not executed in the background as "repimexp".
If try to rerun migration plan again, it will fail with error "Watermark doesnot match the exported resources watermark"
