Error Specified driver could not be loaded due to system error 193 when connecting Siebel Tools (Doc ID 2528265.1)

Siebel CRM - Version 8.1.1.14.1 [IP2014] and later

Symptoms

On : 8.1.1.14.1 [IP2014] version, Upgrade

Customer upgraded to windows 10 and installed oracle 12c client after installing client, customer was able to install Siebel client and tools

But when trying to setup ODBC connections getting below error

Specified driver could not be loaded due to system error 193:(Siebel Oracle90,c:\Siebel\8.1.1.14.0\Client\bin\seor825.dll


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set up ODBC


BUSINESS IMPACT
-----------------------
Due to this issue, users cannot use Siebel tools for development
