Siebel Smart answer service is not coming up

Error Message in metaserver.log:

23:30:53 ERROR MessageConnection - Cannot connect to localhost/x.x.x.x:19001: Connection refused: connect

The issue can be reproduced at will with the following steps:
1. install 8.1.1.11
2. install smart answers
3. Start the services
