Symptoms
Issue was seen as follows:
EIM jobs are failing after IRR migration to target environments.
Restarting Siebel services to regenerate the diccache.dat file as a workaround.

The issue can be reproduced at will with the following steps:
1. IRR done on environment
2. EIM Job failing afterwards
