Siebel IP2013 and Later: Problem Accessing Siebel Partner Portal OM (Doc ID 2534773.1)

Symptoms

On : 8.2.2.4.14 [IP2013] version, System Admin

When attempting to access Partner portal application for their custom portal after copying the vanilla application, the application does not come up and the following error occurs.

ERROR
-----------------------
The server you are trying to access is either busy or experiencing difficulties.

STEPS
-----------------------
The issue can be reproduced ONLY in customer environment at will with the following steps:
1. Setup Sandbox environment and make sure Siebel is up and running.
2. Copy vanilla Siebel Partner Portal application and give it a Application name "'ABC Portal - XYZ'"
3. Check to see if component is up and if the application comes up.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot bring up the custom partner portal application and this was causing a setback.
