Performance degradation when Having Around 100 Employees Per Service Region

When having a large number of Employees in a Region Hierarchy there is a huge delay observed when using Dispatch Board.
1) The scheduler back-office user selects a small service region based on geography to find an Employee to be assigned for the task. Assignment score functionality is used but no one get a satisfying score
2) So, the scheduler back-office user selects a larger service region (parent of the previous selected one) to find someone to be assigned for this. Assignment score functionality is used but no one get a satisfying score
3) Step #2 is repeated until he has to select the largest service region (that fit with a whole country) to finally succeed in finding someone with accurate and required qualification to perform the activity to be assigned.
The whole country service region (including child service region) can be made with around 1000 users.
