A Specific Email Address Stop Working And Create Duplicates Sporadically When Using Email Response

A particular mail box stop processing new inbound email. Only after bounce the CommInboundRcvr component the emails show up in Siebel again and duplicate email were also created during the startup.
The issue can be reproduced at will with the following steps:
1. Start the Siebel Server
2. The email for mail box is pulled with success, but right after that a couple of minutes any new email for this mail box is NOT processed anymore.
3. We have to restart the CommInboundRcvr
4. At this point duplicate email were created and it process new emails for a couple of minutes.
There are other several email box on the same Siebel Server and they are working fine, just this particular email box is having this issue.
