Symptoms
The issue can be reproduced at will with the following steps:
1. Launch the migration application
2. Configure the source and target connections
3. Select the Workspace Data Service for migrating LOVs
4. Execute the migration plan.
Due to this issue, users see duplicate records in Picklists.
