Blank, Distorted, or Corrupted Screen When Using Edit Web Layout in Webtools on 19.2 or later and "ORA-00001: Unique Constraint Error" in Log File (Doc ID 2537357.1)

Symptoms

Blank, distorted, or corrupted screen observed after running EditWeblayout.exe in 19.2 or higher as seen in screenshot below.  Additionally, "ORA-00001: unique constraint error" messages can be seen in the EditWebLayout Log file.

The issue can be reproduced at will with the following steps:

1. Run EditWebLayout.exe from siebsrvr\BIN
2. Open WebTools
3. Select an Applet and click on pencil icon to check applet web layout
4. Observe the blank, distorted, or corrupted screen
5. Check the EditWebLayout log file in EditWebLayout_YYYYMMDD_TIMESTAMP Folder (This folder is located under <SIEBEL_ROOT>\SIEBSRVR\LOG or <SIEBEL_TOOLS>LOG, depending from where you run "EditWebLayout.exe was executed) and find following error:

Behavior may be observed after upgrading from a Siebel version prior to 19.2 where editweblayout.bat was run or if editweblayout.bat was run instead of editweblayout.exe when initially starting 19.2 or later.
