Unable to Login to the Application Due to "Server is busy" Error / Several Tasks in "Handling Logon" status (Doc ID 2538947.1)

Symptoms

On : 19.3 version, System Admin

ACTUAL BEHAVIOR

Users are unable to login due to "Server is busy..." error


EXPECTED BEHAVIOR

Users should be able to login


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Terminate the process that is having some performance issue; (customer was having several tasks in "handling logon" status)
2. The newly started process is not accepting user logins and is giving "Server is busy..." error


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot login to the application.
