ACTUAL BEHAVIOR

Partner Portal With Navigation TAB is not displayed correctly

if a partner user select as Navigation Control = "Tab" the Tab-Menu is not displayed correctly


EXPECTED BEHAVIOR

Navigation Control = "Tab" the Tab-Menu is displayed correctly

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run Siebel Upgrade on P14.18 to upgrade to 19.1.

2. use srvrmgr to change the following: "change param DefaultNavigation="NAVIGATION_TAB" for compdef PartnerPortalObjMgr_enu"

3. Review the UI, the tabs are loaded at the header but there is a large gap between the tab and the rest of the page.
