No EAI Option In OM List For REST Settings in AI Deployment, EAI Comp is Not Online After Migration

While configuring AI Profile , in the REST Inbound Defaults configuration section, EAI component does not appear in the list
Customer has performed the following to get to this point:
- Installed 17.0 as Migration Installation and applied latest Update
- upgraded db from 126.96.36.199 to CRM 19
- Enterprise and Siebel server were migrated fine
- trying to configure AI, but EAI does not appear in the list for REST Inbound Defaults
