Symptoms

ACTUAL BEHAVIOR
---------------

After Siebel database upgrade is done,Siebel Tools/web tools shows the error below.

Error "PLEASE RUN WSRANKING.EXE AGAINST THE DB YOU ARE LAUNCHING (SBL-DAT-60327)".




EXPECTED BEHAVIOR
-----------------------
Based on the information in readme.html, WSRANKING.EXE should not be necessay.




STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Install IP2017 and apply 18.11 to all Siebel environment.
2. wsranking.exe was NOT executed as it was what readme.html instructed.
3. After upgphys was done, Tools Client was started.
4. Then it showed the error message "PLEASE RUN WSRANKING.EXE AGAINST THE DB YOU ARE LAUNCHING (SBL-DAT-60327)". and Tools Client could not start.

Due to this issue, users are not sure what the correct process is. if there is a bug, it should be fixed.
