Siebel Migration Stops On Schema Service Import

On : 18.10 version, System Admin
Siebel Migration stops on schema service import
When trying to migrate configuration from DEV to UAT Environment, the process hangs on 'Schema Service' Import with status Not Started.
Tried to clean the S_DP*-tables and adding connection and migration profile again, but still the same issue. Restarted both DEV and UAT servers.
migration_target_environment.log was showing following error:
