Siebel IP2017 and Later Server Busy Error Encountered with Web Tools Access (Doc ID 2544293.1)

When attempting to access Siebel Web Tools, web tools cannot be accessed and the following error occurs.

The server you are trying to access is busy or experiencing difficulties.

The issue can be reproduced at will with the following steps:
1. Apply Siebel 19.2 on Oracle Linux
2. Make sure all components are up and running and object managers are accessible
3. Check if Siebel web tools is accessible

The issue has the following business impact:
Due to this issue, users cannot access Siebel web tools alone and this was causing a setback.
