Blank Screen when Login after Upgrade To CRM 18.11 , Missing Browser Scripts

On 18.11 when try to loging to https://<ai_server>:<port>/siebel/app/sales/enu, after entering Login Credentials a red hoop spins for a little bit and then the screen goes blank
The following steps were performed:
- install 17.0 base and applied 18.11
- Upgrade (upgrep, IRM, upgphys) have been completed
- deployed AI profile
- try to login
