Goal

The Siebel development environment database was refreshed from a production database copy and a Siebel Database Upgrade will be executed from 8.1.1.14 to 18.12.

Is this necessary to run a full upgrade in DEV or IRM?

Also, what are the steps to run TEST environment Upgrade?
