Blank Screen Or enu_start.swe Not Configured In The Deployed Profile Error When Accessing Siebel Application (Doc ID 2545519.1)

Symptoms

After upgrading Siebel from IP14 to 18.12, the Public Sector Application shows a blank screen when navigated to.  Additionally, if there is not a blank screen then the following error is encountered.

Application: enu_start.swe not Configured in the deployed profile
