Components Not Coming Up - "Exception code" in the Enterprise Log File (Doc ID 2546079.1)

Symptoms

On 16.19, when attempting to bring Siebel Server
the following error occurs for some components, in the main log file:

ERROR
-----------------------
Process 3152 exited with error - Exception code 0xc000037408

This happened for most of the components, SRBroker, all Object managers, SvrTblCleanup, SmartAnswer , etc


STEPS
-----------------------
1. Customer setup environment  - this Siebel Server started fine before and it had all components running fine
4. for some reason the components were down today
