Outbound REST Return 200 With Empty Message When The External System Is Down (Doc ID 2546539.1)

Symptoms

When the external system is down, it returns error message. But Siebel outbound REST does not get the error message. Instead, the object manager gets HTTP Status Code 200 (which measn successfull) with no error message.
