SADMIN Password Locks Frequently After Password Changes on Siebel Servers in Enterprise (Doc ID 2547592.1)

On : 19.2 version, System Admin

When attempting to access Siebel server after changing SADMIN password and recreating Siebel services, one of the Siebel server in enterprise is not coming up and SADMIN password gets locked and the following error occurs.

DBCLog DBCLogError 1 000323e05ce26953:0 2019-05-20 08:44:14 [DataDirect][ODBC Oracle driver][Oracle]ORA-01017: invalid username/password; logon denied

The issue can be reproduced at will with the following steps:
1. Change SADMIN password
2. Change SADMIN password at enterprise and recreate Siebel server service with new password on all servers
3. Startup server and see if server is coming up.

The issue has the following business impact:
Due to this issue, users cannot access the one server and SADMIN user account is getting locked due to the invalid password and this was causing a setback.
